BAYS was organized and chartered as a Florida Not-For-Profit Corporation on April 9, 1982. The agency was founded with the objective of improving the quality of life and increasing the potential of Florida’s youth.

Leadership
Under the direction of founder William F. Bowman, BAYS has grown to become one of Florida’s largest Department of Juvenile Justice non-residential providers.
BAYS is governed by a diverse Board of Directors and has a management team with more than ninety years of juvenile and criminal justice experience.

Programs and Services
BAYS provides services to troubled youth and families through three distinct types of delinquency programs. BAYS currently operates these programs in seven Florida Judicial Circuits under the auspices of the Florida Department of Juvenile Justice.
Intensive Delinquency Diversion Services Program (IDDS)
IDDS concentrates on early identification of juvenile offenders with the highest risk of becoming repeat and serious offenders.

The Prodigy Program
Prodigy is a prevention, intervention, and diversion program that utilizes the visual and performing arts to improve attitudes, learning skills, and community involvement of juvenile offenders and at-risk youth.

PLL: Parenting with Love and Limits
PLL is a new evidence-based research program that is funded by the State of Florida Department of Juvenile Justice and is being piloted exclusively in Circuit 13 – Hillsborough County.
