Position: IDDS Case Manager

Minimum Qualifications:
- Bachelor's Degree or higher in Psychology, Criminology, Social Work, Counseling, or a related field.
- One year youth and/or family counseling experience.
- Broad knowledge of the Juvenile Justice System and familiarity with community service agencies.
- Possess a valid Florida Drivers License
Job Responsibilities:
General.
- Work non-traditional hours during a 40-hour workweek, including evenings, Saturdays and remain “on-call” on Sundays.
- Provide transportation for fieldwork and other duties required outside the office. Approximate mileage will vary depending on the size of the territory. Reimbursement will be at the rate of $.34 per mile, or at a flat rate to be determined by the agency.
- Maintain a valid Florida Drivers License.
- Report any suspected child abuse to the Abuse Registry immediately. Case file must be documented and Supervisor must be informed.
- Submit Incident Reports on all youth who meet the DJJ criteria for incident reporting. Reports must be filed with the Inspector General’s Office within required timeframes. Copies of the report must be provided to the Executive Director, the Program Operations Manager and the Unit Supervisor.
- Return all urgent telephone messages immediately. Return all non-urgent calls within 24 hours after the message is received.
- Maintain case files in a secure area of the BAYS office at all times to insure youth confidentiality.
- Maintain a neat desk and organized work area at all times
- Develop and recruit worksites as needed. Monitored community service on a regular basis.
- Adhere to a more formal professional dress and conduct standard at all legal functions.
- Attend mandatory staff and individual meetings.
- Fully understand the BAYS mission statement.
- Fully understand the DJJ mission statement.
- Comply with agency training hour requirements. Participate in one hundred twenty (120) hours of training in the first year and 40 hours of annual training. Case Managers are responsible for securing training certificates, or training documents signed and dated with training hours specified. Proof of training must be provided to the BAYS Administrative Services Unit.
- Adhere to all HIPAA rules and regulations.
- Complete special projects or assignments when required.
- Comply with the BAYS Employee Handbook, with an emphasis on professionalism, reliability, and attention to detail.
Position Specific
- Manage a caseload of up to 20 diverted youth. Caseload territory will depend upon seniority and/or preference. Territories may vary slightly on occasion.
- Adhere to DJJ Quality Assurance Standards and the BAYS Standard Operating Procedures for the IDDS Program.
- Provide intensive supervision to youth through consistent personal, collateral, and parental contacts. Contacts will be made primarily at the youth's home, work, school, etc. Youth must be visited according to contact requirements.
- Devote approximately 85% of the workweek to fieldwork, which includes youth, family, school and community visits, and various meetings. The remaining time will be in the office consisting of case file management and documentation, treatment team meetings, returning telephone calls, completing paperwork, and contacting support agencies for referral purposes.
- Schedule and attend all relevant school staffings as necessary.
- Attend court hearings, when necessary, for youth who have received new law violations. (Arraignments and/or Dispositions)
- Facilitate transportation for youth when parents fail to take responsibility, or when a legitimate lack of transportation exists.
- Complete entry paperwork on all youth including, but not limited to, the Supervision Agreement, Agreement for Services, BERS Test, Release of Information, Youth and Family Needs Assessment, Grievance Procedures, and Restitution Payment Schedule (if needed). The Service Plan Contract must be completed after the first Service Team meeting.
- List each youth goal on the Service Plan Contract. Review this contract regularly (minimum bi-weekly) with the youth and the youth’s parent or guardian.
- Assure that the youth is accountable for all sanctions and goals listed on the Service Plan Contract including: restitution, counseling, community service, etc. Appropriate referrals must be made to assist the youth in the completion of all sanctions and goals.
- Update the Service Plan Contract on a regular basis as goals are achieved and new goals are set. New goals may be added at Service Team meetings, or as needed.
- Assure that all documentation in the field notebook and case file are both thorough and up-to-date. All contacts, attempted contacts, phone calls, attempted phone calls, and changes in youth or family needs must be documented. All notes must be legible, and abbreviations must comply with recognized DJJ uniform codes.
- Maintain consistent contact with all collateral services such as counseling agencies, drug treatment agencies, and school officials. A copy of referrals must be kept in the case file.
- Contact Juvenile Justice Probation Officers (JPO) if questions arise regarding new law violations, incidents that meet the DJJ criteria for Incident Reporting, or if the youth’s whereabouts cannot be determined.
- Submit case files every thirty (30) and sixty (60) days from the active date for Unit Supervisor review. All documents and field notes should be in the appropriate sections of the file.
- Attend monthly Service Team meetings. Provide input regarding Treatment Team recommendations and make the proper modifications to the Service Plan Contract.
- Coordinate with the Unit Supervisor, Counselor, and the Circuit Supervisor in securing community representatives to participate in Treatment Team meetings.
- Close cases successfully when youth have complied with the program for five to seven months. A Closure Summary must be completed and submitted to the Unit Supervisor.
- Assist in supervising program activities. Examples include: community projects, cultural outings, community events, etc.
- Teach seminar classes when required.
Performance Reviews will be conducted 6 months after hire date and annually each consecutive year. Reviews will be based upon job performance.
